In North Carolina, the Governor and other state executive offices are elected during presidential years, so without United States Senate seats in play, the off-year elections are unusually quiet. In 2006 this was the case, and the only statewide races on the ballot on primary day were nonpartisan primaries for Supreme Court and Court of Appeal.

Due to redistricting legislation, the 2004 primary was postponed from its usual early May dates to July 24. The late election meant that the presidential race was not part of the primary, resulting in the unusally low turnout indicated here.
